It's not usually sufficient to just specify a playlist when you're running ices; you've got to specify your hostname, your host port, and host password. If I remember correctly, the defaults (hostname/password etc) in icecast don't perfectly match the defaults in ices. Try making full config files for both icecast and ices (editing copies of the defaults should be fine), and it should be more clear to figure out what your specific problem is. Plus it'll make it easier to restart your server/streamer configuration later.
Turns out I'd been using an outdated howto on setting up ices and icecast, and had forgotten to read the ices man page (which specified to use the flag "-P password" ["hackme" by default).
