The simple way would be to install Firestart from Ubuntu Software Center, then go to the Policy tab and add a rule to the middle box with the port you want to open. Then click the tick button on the top bar to apply the change.

In addition to opening the port in your firewall, you will need to have an application 'listening' on that port. When you install a server process in Ubuntu, normally the rc.d files are added to start the process automatically, provided the configuration is correct.

Unfortunately, I don't know how to tell you to use firestarter as I have never used it. Instead, I work with iptables directly via the command line with Firestarter being a front end for Iptables. Here is a link that may help you: link, The author has other firewall tutorials too, such as UFW (uncomplicated firewalls) which is another front end for iptables.

Noway2 is right, you need to have the program running and ready to accept connections for the port to be effectively open. What problem did you have with Firestarter? Right click in the middle box in the Policy tab, click add rule and then write snmp in the Name box and 81 in the Port box. Then click add and also click the tick box on the top.

You can also try doing it directly through iptables as noway2 said.
