The way I'd do this is to delete the blank lines, then select the bulleted paragraphs & click Format --> Paragraph, then insert the appropriate Spacing - Below.

I got the same results by using a table with two cells per row & the left cell narrow compared to the right. I then selected the left column & made the paragraphs in it bulleted, then put the individual paragraphs in the right cells. I then selected Table --> Table Properties & set the Vertical Alignment to Centered & made the Borders transparent.
