I think I broke RPM

Hi there! Lately anything that has to do with RPM has been lockin gup, such as synaptic, Yum, and even rpm itself. The programs seem to lock up when they are trying to access or download headers. This is getting inconveinant!
I am running JAMD 0.0.6, and my RPM version is 4.2. The main problem seems to be it can't update the databases. I have removed any __db* files from the rpm dir, but when I try and rebuild I get:

error: db4 error(16) from dbenv->remove: Device or resource busy

Any ideas on this?
