I need a GUI addon for IPCop to control traffic, open ports. define access levels

I need a addon package for IPCop which will handle closing and opening of ports, defining accesses on individual users. I've installed Block Out Traffic but I don't know how to open all ports for super users. I am also having difficulty in establishing a good policy. Has anyone tried configuring the following on IPCop:

1.) Define multiple access levels for each individuals. For example user1 will only have smtp, pop3, imap access and without web surfing capability. User 2 will have proxy 80,smtp,pop3,imap,ftp enabled. User 3 will be the super user which has all the ports opened for him
2.) TIme constraints of accessing the web
