I'm installing a modem source but kernel...

have you read this log file, /tmp/hsfconfig-buildlog.txt , it might tell you more. Have you done all of the basics: installed your kernel souce, and installed your developmentel packages(c compiler). With Redhat you had a choice of a basic desktop install or a workstation. The basic desktop install did not include your deveopmental packages(which contain your needed c compiler) .

nope I'm using fedora core 1 and I have a complete install

I mentioned redhat., because they might be similar. Even a full install of fedora might not include the kernel source. Do you have anything installed in /usr/src, if not you will need to install it(kernel source). does that log file tell you anything?

yes both kernel sources are there;
linux-2.4.22-1-2115.nptl and 2149
and the path specified was the second

is it asking you to input your source directory, and then you entered /lib/modules/2.4.22-1.2149.nptl/build ? becauce you linux source directory is in /usr/src/linux-2.4.22-1.2129.nptl (unless fedora does it differently).

No the source is at /usr/src
However, I just accepted the defaults which was the /lib/....

so if I use the /usr/src/....
will I have to recompile my kernel?
