Bluefish might be what you want. Bluefish is an html editor. There is a button for multithumbnail. This leads to a dialog which asks about the size you want the thumbnails to be and then gives you the means to select the group of images you want to use.
The thumbnails are made in the same directory as the original images and the html code is created to show the thumbnail which includes a link to the original.
