.htaccess in apache 2

I recently installed Apache-2.0.45 on my box and when i want to make my whole site password protected...(just for a little bit) but it doesnt ask me for a user/pass i have my .htaccess file in /usr/local/apache2/htdocs and my .htpasswd in my ~

here is my htaccess file:

AuthUserFile /home/matt/.htpasswd
AuthGroupFile /dev/null
AuthName EnterPassword
AuthType Basic

require valid-user

something wrong with that?
