im trying to install a picture uploader program n slackware 9.1 but when i go to accessthe .cgi it tells methis....

Your server does not have .htaccess password protection enabled.
You will need to contact your server administrator for assistance.

how do i enable it?

.htaccess allows for password protection of directories, and a host of other things, with Apache. Google for it, there is lots of information on the web regarding setting up htaccess passwords.
