There is a command line tool ffmpeg

Download the livna repo from rpm.livna.org. then do
yum -y install ffmpeg

The tool's basic syntax is

ffmpeg -i <input_file> <output_file>

The tool does the format conversion of the video on the basis of the file extension of <output_file>
