How to use gstreamer on Linux Ubuntu 16.04 xenial

I am having problems getting and build the right verssion of gstreamer for ubuntu 16.04

You might want to check and see if it's already installed in Synaptic.

Is another program asking for a particular version? If so, what is it? Please supply any outputs or errors from the terminal that would indicate the version.

why do you need to build it? should be in the repos.
