How to restrict only one user can use telnet in /etc/hosts.deny?

I used Redhat 8.0 with tcp_wrapper , now I want to configure the file /etc/hosts.allow or /etc/hosts.deny to achive only one ip can use in.telnetd , so I edited the file /etc/hosts.deny added the following line

in.telnetd : ALL EXCEPT 10.0.0.166

and left the file /etc/hosts.allow blank
but the result was I couldn't telnet the computer , why?
please help me. I had read the redhat reference guide .

first, remove the entries in /etc/hosts.deny and /etc/hosts.allow so you can check that your telnet service is indeed working properly

if it is working then:

#/etc/hosts.deny:

in.telnetd:ALL EXCEPT 10.0.0.166

should work. check it locally first:

telnet localhost

consider:
- ur firewall ruleset
- if 10.0.0.166 can reach your server
