How to make rpm from hdr file?

Is it possible to make rpm from hdr files?

I know of rpm2tgz what is hdr ?

when u use up2date in redhat as it strores the packages as hdr files in the directory /var/spool/up2date. i want to make them rpm.

The header files up2date downloads contain general information about the actual package (eg. the discription of the package you see while downloading). I think it may also contain some checksums and signatures for security. The actual rpm is downloaded by up2date after it gets the header and is not the same thing as the header. The packages and headers up2date downloads are normally stored in /var/spool/up2date. There should be 1 .hdr file and 1 .rpm file for each item to be installed.
