The rpm equivalent for debian is "dpkg". `dpkg -i <packagename>` is for installation. Pls check `man dpkg` for more details.

Exactly the same. If RPM doesn't work, first try
Code:
apt-get install rpm
Alternatively, you could use YUM.

I Installed MQSeries by following steps.
First I convert the rpm packages to deb paackages using the alien command and using the dpkg command I installed the deb MQSeries packages.
