Did you read the README and INSTALL files? They explain to you what to do.... What you downloaded is source code.

seeing as Red hat is not free and rhel 6.1 is current
Though rhel 5 is still supported 5.7 is the CURRENT in the 5 series and not 5.4

you MUST buy a license to use RHEL
a 1 year support contract is $299 USD ( there is a self support for $49 / per year )

VLC and all it's REQUIRED support programs are in the rpmforge software repo

ask a red hat support rep .
or read the documentation

Or the search of the knowledge base
you WILL need your username and pass you set up when you bought the needed license

but any one can read the documentation

if you are not going to pay for a server class os ( good for the office, BUT NOT GOOD FOR HOME USE )

then do not use rhel
for home use "Linux Mint" is a good choice for a new user

on rhel once the rpmforge and rpmforge-nonfree repos are installed run "yum"

FIRST is to install "yum-priorities" AND CONFIGURE IT !!!!!!! ( rpmforge can BE INCOMPATIBLE with the REQUIRED RHN repo )
if not set up you can KILL ( 100% "bleep" up ) a rhel install by installing vlc

then install vlc
su -
yum install vlc
