How to install downloaded programs Mint Cinnamon 19.1 tessa.

I am new to Linux Mint 19.1 Tessa and would like to know how to install downloaded programs. I am trying to install Apache Open Office, I have downloaded the file from SourceForge and it appears in my download folder. What do I do next, any help will be greatly appreciated.

Thanks. You've downloaded an archive (like a zip file) containing a deb package, it seems.

First you need to extract the deb from the archive: right click on the archive and select "Extract here" or similar.
