how to forwrd squid on redhat

Can any body tell me hw to relay squid.

Scenario
I have more than one proxy and when one proxy’s outside like goes down (due to providers fault) I want to point the requests to a another proxy. How to configure squid to do this. When he cant go out he should request assistance from another proxy.

Thank you
