How to force move or resize of a fixed-size dialog?

I have Fedora 25 / Gnome 3.

An application I use frequently is Scribus 1.4.6. This has a particular dialog (Edit / Styles) which happens to fit on my display so I have never tried to resize it.

I have compiled a testing version of Scribus 1.5.3. This has the same dialog, but it has more items making it so tall it disappears off the bottom of the display and I can't see the action buttons.

Moving the cursor to the top edge of the dialog causes the cursor to change to the vertical resize cursor, but resizing does not work. Horizontal resizing works fine.

I can find no way to move the dialog up with the title bar off the top of the display so I can get at the action buttons and I can find no key combination that allows vertical resize to work.

Is there a way out of this dilemma? "8-<

Found it! On my system I press Alt+Meta+F12 anywhere in the window to be able to move the dialog anywhere including up off the top of the screen. At least it is a solution that works.

Cheers,
Doug

Alt+Spacebar+M sometimes works also.
