Question How to find package name for desired program or command?

I have two questions, firstly;
I want to be able to do 'man fs' on my PCLinuxOS box. The command works on Knoppix and others, but not currently on my PCLinuxOS system. Which package can I 'apt-get' in order to add the man page for fs?

Second question;
If I know the command's name, how do I find the package in which that program resides? I know that sometimes I can 'apt-cache search' but that does not always work. for example,

'apt-cache search nslookup' gives the following:
iputils - Network monitoring tools including ping.

But nslookup is not in the package iputils, but is in package bind-utils. Why is this?

Someone made a mistake as the package was being transfered from iputils to bind-utils?

It does happen and it is quite annoying but c'est la vie.

Anyway, fs is in man-pages package.

You may have to go to testing to get it, stable is 2.39-1 I know it is in 2.42.
