Question How to create new mouse cursors


Hello,
Been looking all over the net, Im sure the info is right infront of me but its evading me.
Anyway my question is how to create new mouse cursors. I have downloaded some X11 themes (ww.kde-look.org/index.php?xcontentmode=mouse) but I can not figure out how they are created.... what format are the files....

Can some one point me in the right direction?
