While there may be other programs that can do this, I've made them with The Gimp.
Googling for "animated gif gimp" brought a bunch of hits, the first one was this:
How to make an animated gif image using GIMP
Oh, flavour of linux and desktop environment/window manager don't matter in this case.

I disagree. TigerLinux was asking how to create an animated GIF in Linux. It has nothing to do with it being illegal. If an image does not have a watermark, it is open to everybody to take.
