how to change telnet login timeout of 60 secs

Using RH ES 3 does anyone know how to change the default telnet login timeout of 60 seconds? Our users can't type well enough to be able to enter their username/password and then select and change their password when it expires, within the 60 second timeout limit.

/etc/login.defs entry
LOGIN_TIMEOUT doesn't seem to do the trick even though I thought it should.

Any other ideas?

Thanks.

You may have a good reason for telnet, but I'd strongly advise you to look into ssh.
Telnet is not encrypted at all ie not the normal traffic, NOR the login/passwd phase...

Thanks for the advice. I am aware of the issues with telnet. Anyone got any solutions for my question?
