How to change default location in flight gear

I added new scenery to flight gear and am unable to get the new scenery loaded. My flight gear location is /usr/lib/flightgear/data. The manual say /usr/local/share/flightgear/data. I made a worldscenery directory under data and under worldscenery put terrain and objects and untared the scenery file into terrain. If I change location to kjfk for jfk airport, I get a landscape with nothing in it. I read the manual, but am a little confused on how to set the path. Is this done when I type fgfs in a terminal and do I need the path and location after fgfs and what would an example look like?
