How to bind username, password with ip & mac in IPCOP firewall

I have advanced proxy and TCAR installed in my ipcop box. It provide net to more than 100 users. I have bind users mac & Ip through TCAR. I am also using local authentication in advanced proxy. so that users can access internet through username and password. but the problem is that any user can login with any username and password.
I want to bind any particular username and password to a particular mac and ip address.
so that any user can only access internet after verifying his mac,ip and only his username and password.
In current scenario users can access net after verifying his mac, ip and any username, password.

reply is much appreciated.
