how do i install skype and openoffice in vector and mepis

because it doesn't have synaptec like my pclinuxos, it doesn't have a special package installer like suse and ubuntu how do i install these programs without the assistance of synaptec or a special package installer, it includes downloading either a static or dynamic package from the skype download linux page but i don't know about openoffice haven't tried yet but i am thinking that it might be as challenging as skype

Last time I checked, Mepis had synaptic and Kpackages, but it was a long time ago. To install synaptic if it is not present:

sudo apt-get install synaptic

in a terminal

well is there any other type of package manager like synaptic, i think that vector has something different and the way i saw on the internet on how to install skype on vector includes downloading either the static or dynamic package i don't remember but it was one of those and without synaptic things are alot more complicated then they should
