First off, do you have it installed?

Code:
sudo apt-get install apache2 mysql-server-5.0
If it asks you questions, accept most of the defaults.

Then,,,,

Code:
sudo invoke-rc.d mysql restart
sudo invoke-rc.d apache restart

First you have to make sure that you have installed apache, mysql and mysql-server. Then start apache and mysql
Code:
/etc/init.d/httpd start
/etc/init.d/httpd start
Now login in mysql and create a database for use with phpbb. You might also want to create a separate mysql user specifically for phpbb for which you can check the mysql documentation.
Now proceed with phpbb installation.
