hotplug to find printer?

I was stumped for a while trying to get my usb printer working. The problem was I had no device /dev/usb/lp0. It turned out the solution was to run hotplug. Doing that created or found /dev/usb/lp0. I was talking to someone else also who is running gentoo and a usb printer, who does not need to run hotplug. My question, how come his usb printer is working without hotplug. I would like to run my system without hotplug if possible(but I need my printer)
