help using --newer with tar

How would I have a time stamp for the date and the time with using the --newer

I know how to create a package with time and date

this is for the date --newer=2006-01-30

this is for the time --newer=17:54

now my question is how can I use this as together as a one command

thanks in advance

what are you trying to do? set a timestamp diff than the current time on the file? why not just pipe the touch cmd to change the time on the file if thats what you are trying to do
