I want to write following files for one of my source code.
=> configure
=> make
=> make install
and also want to write some manual pages , how can I access my own manual pages using "man xyz" command

What problem?? You've only said what you WANT to do, not actually said where you're having a problem DOING it.
If you want to write those files, I suggest you look at any one of the thousands of packages out there that already have them, and see how they did it.
The configure, make, make install are the standard install steps when using gnu autotools. There is a huge amount of info on this topic on the web.
The exact way that man pages are searched for is done differently on different distros. The following is how it is done on Debian:
The search path for man pages (on a Debian system) is managed by the man-db package. The config file is /etc/manpath.config
You should also read the manpath man page.

The things work something like this ..
=> configure :
The file 'configure' is created by autoconf from configure.in
=> make : The 'Makefile' is created from Makefile.in (by configure).
=> make install : Is using the Makefile.
