help me understanding my memory

look at both attached files.

They show the output of TOP command and WEBMIN system status

I cant understand it?
webmin says i have enough memory, TOP says im low... only 21 Mb of 767 Mb

Also, i ordered the top command by memory, so it displays the more memory consuming processes first, but only 2.8 % over 100% is so low...

* free -m command shows:

total: 749
used: 724
free: 25
shared: 0
buffers: 86
cached: 528

am i missing something?
my system crashes every 1-2 weeks, i cant access via SSH, dhcp dies, and shortly after, i cant even connect in the phisical console...
despite all of it, the proxy and router functions still work if i set up static IP's in my hosts.. so i think it could be a memory problem, but it looks like there is no problem..

Correct. It is using 20m out of over 700m total memory.
