I assume you mean rpm?

1) Login as root
2) cd to the dir where the rpm is
3) Enter the command:
rpm -ivh opera-7.11-20030515.4-shared-qt.i386.rpm

David_ross already showed you the way to install it. If you mean something different, or mean you would like to *do* something different, then you should post a more verbose question. I mean, you could for instance unrpm/rpm2cpio the rpm, then cpio the contents and install into place, but that's most likely *not* what you want.

Also if something does not work, it's easier for most of us to have tha actual error messages etc etc, instead of talking *about* having errors. Follow David_ross' instructions, but do "rpm -ivvh opera-7.11-20030515.4-shared-qt.i386.rpm 2>&1 > /tmp/error.log", then read and post the contents.
