HELP! I have no idea what to do with a tar.gz file


Obviously i am new to Linux. I am using RH8 and Kde and read that window maker is a cool program but im not sure what it does, Does it replace Kde?, anyway i downloaded it and now i have a tar.gz file. Is a tar.gz a compressed file and do i need to extract it? how do i install this? Thanks.
