help getting pptp-php-gtk.php to run as root


I am trying to get pptp-php-gtk.php to run as root. This works:

su -c "pptp-php-gtk.php"

but even though:

rsyring@dell:~$ ls -lh `which pptp-php-gtk.php`
-rwsr-sr-x 1 root root 56k May 5 2003 /usr/bin/pptp-php-gtk.php*

when I start it does not appear to be starting as root. I get an error because it can not read this file:

root@dell:/etc/pptp-php-gtk# ls -lh tunnels
-rwxr-x--- 1 root root 640 Nov 21 11:54 tunnels*

Any idea why I can't seem to SUID?
