Doesn't that only run on Windows?

I suppose it is possible to run it under Wine. But as a general rule the more complex/DirectX-y a Windows program is, the more difficulty you'll have getting it to play nice on Windows.

Install DirectX using winetricks (should be in the repositories), set your Wine (using winecfg) to emulate Windows XP.
Vice City has a Platinum rating, it should run without problems, if you follow the steps described here: http://appdb.winehq.org/objectManage...estingId=70584
