hdparm -d1 /dev/hda not permitted

i jst reformatted my server with gentoo 2005.1 64 bit. after finishing the install and emerge -u world i emerged reiserfsprogs. when i rebooted it was checking the filesystems and told me DMA was not enabled on my hard drive. i thought it was weird so i did a hdparm -d1 /dev/hda to turn it on and it told me the operation wasn't permitted. (yes i was root) anyone know what is going on with this?
