guide me how to build a bandwidth manager

if anyone there can guide me how to build an effective bandwidth manager plz help me. in this software i want my lan user to restrict on a particular bandwidth and i also want to know there usage in graph format.

I am interested in implementing a Bandwidth manager for my network as well

I am running my proxy on Mandrake Linux 9.1 - a squid

I want to run a bandwidth manager to restrict Kazaa Downloads and stuff.

Any help in the same would be highly appreciated
