if you have your linux partitions intact only the boot loader gone then you can boot in to rescue mode of linux (using linux installation cd) and do a grub-install /dev/my_disk_device
In case you only want windows, then you boot in to rescue mode from windows installation media. get into the command prompt.
give "fixmbr" command
this will fix the master boot record of your machine. (but you won't be able to boot into linux cause of M$.
If you deleted only the Linux partitions, then GRUB is still in the MBR, but it cannot find its files. To get to the GRUB shell, try hitting escape and then "c" for command-line.
You can also solve this be simply re-installing Linux. Almost any Linux installer will recognize the Windows installation and automatically configure GRUB.
