I haven't encountered this problem but I've only been using
gramps for a couple of years.
The gramps wiki suggests that the error you are seeing is
caused by missing database environment files (ie, you need to backup more than just the grdb file).
If you think it is really just a version issue rather than missing environment, you can get
older versions of gramps from the sourceforge website. You could then export your file into xml or gedcom format and reimport into the newer gramps.
