GNU Recoder Problem


Hello,

I am new to Linux. When I was compiling something, it gives an error message saying:

checking for GNU Recode... no (cannot compile)
configure: error: please install GNU Recode (version 3.5)

I don't know what does it mean and how can I do with it. Can anyone give me some ideas?
