Gnome system tools and sudo


I have a problem with the Gnome system tools.

My setup is this:-
Gnome 2.10
Gnome-system-tools 1.2.0
Sudo 1.6.8

My configuration:-
I have configured my system so that root doesn't have a login shell (/bin/false) thus preventing anyone logging in as root. Any root work is done via sudo (or gksudo if using the gui).

My problem:-
Gnome system tools won't work unless I reinstate roots login shell to /bin/bash.

If I run "users-admin" it wil bring up a gksu dialog which always fails with an "incorrect password" error.
If I run "gksudo users-admin" or "sudo users-admin" it hangs, and looking at the system monitor I see this (or as near as I can reproduce it...):
 PROCESS             USER     STATUS      MEM     %CPU     ARGUMENTS
\/ gksudo            ahh      sleeping    10.8    0        gksudo users-admin
   \/ users-admin    root     running     18.0    85       users-admin
         su          root     zombie      0       0
It appears that even when invoking users-admin with sudo, users-admin tries to use su. Obviously su wont work as root doesn't have a login shell to su to.

Does anyone know of a way to get this setup to work? Is this behaviour intentional or should I report it as a bug?
