gnome - NOT raising window on click

For years I've used Debian and AfterStep. To raise a window I would click on the title bar. Clicking in the window did not raise the window. This was, to me, a very nice feature.

Now, I'm using Ubuntu 8.10 and Gnome and have been unable to find a way to configure it so that only clicking on the title bar would raise the window.

I'm stumped. Any ideas?
