Gnome features questions
 

I recently installed ubuntu and seem to be stuck with Gnome. I like KDE because of some of the features and am curious as to if gnome has these features too.

Something like Kweather, KnewsTicker

Also I have a Tv card and I can't seem to find it anywhere how do I locate it for use and what program should I use.

have a look at gdesklets.

Right-click in a panel -> choose 'add to panel' and have a good look at all items.

Yes GNOME has similar tools. Check out the applets that are available by right clicking an empty space on your panel and selecting "add applet". GDesklets will also do the job as mentioned above. Its similar to superkaramba in KDE.
