Question Gnome 2.4 global desktop configuration

Folks---

This should be a pretty simple issue, however I just can't seem to find the dox for it. Neither the GNOME help pages, man pages, nor the online documentation seem to be able to lead me in the proper direction.

Basically, I would like to be able to configure the default (if not global) desktop environment for new users on my machine, and have a means by which to update global menu items. In WinXP, this is done in the allusers subdirectory. Is there anything similar in GNOME? Am I stuck with setting defaults for new users? How do I set the defaults in the first place?

Thanks,

Henry
