GIMP 2.2.4 - Can't find "Filter All Layers"

When I followed a tutorial ( and I came down to a section saying I should use the <Image> Filters -> Filter All Layers funktion, but after right-clicking on the picture, choosing "Filters" I can't find "Filter All Layers" anywhere. Am I missing some plugin or is that funktion in a different place?

You may have something missing as it is correct for my Gimp.

It was GAP missing (gimp animation package)
