GD 2.0.15 install, permission denied

I'm trying to install GD 2.0.15 on Red Hat (not sure the version). I have root access and I'm logged into the server via ssh. I didn't setup the server as it is a hosting company which set it up. They installed GD 1.8.4.

When I upload the GD 2.0.15 and type ./configure to start the install I get:

bash: ./configure: Permission denied

Is this because GD 1.8.4 is installed? Again I'm logged in as root so I don't understand why I can't do this.

Second question, do I have to take down some services like httpd to install this? Any suggestions as to why I cannot install or run this command? Thanks.

Is is possible that you are logged into a chroot eviro... or some other security methods have been put in place. You do not need to bring down any services.

So how would I know if other security is put in place or if I'm in a chroot eviro? Thanks for the reply BTW.
