GARP request is not sent when network interface plug out and plugin

Hi ,

When network interface (NIC) plug out and Plug in to switch , our device is not sending GARP packet over the network. We are using bond interface for two NIC cards.

Out of ifcfg-eth0
+++++++++++++++++++++
DEVICE=eth0
HWADDR=XXXXXX
TYPE=ETHERNET
ONBOOT=no
NM_CONTROLLED=no
BOOTPROTOCOL=static
MASTER=bond0
SLAVE=yes
++++++++++++++

I tried setting "net.ipv4.conf.bond0.arp_notify=1" , still not working.

please help
