GAIM: problems with running under custom locale

Hello
I need to run GAIM under ru_RU.CP1251 locale (it present on the system)
I type:

$ LANG=ru_RU.KOI8-R gaim

and get: Gtk-WARNING **: Locale not supported by C library. Using the fallback 'C' locale.

How to solve this?

Rebuild glibc with support for the locale.
