FTP walkthrough

Ok, first of all i'm a linux newbie. Now that we have that out of the way, I can get onto my problem.

I need someone to explain to me exactly how to set up an FTP server with linux. I am using Mandrake linux for a web server. I got everything else, Apache, PHP, MySQL, all set up and working, but I can't figure out the FTP part. I have proftpd and wu-ftp installed, I can access the server as an anonymous user, so I know it's working, but I don't know how to add accounts with certian permisions. I did a search and everything I found said to use something called webmin to set up new accounts, but I don't know how to use webmin. I had it installed whenI installed Mandrake linux, but I don't know what it is or how to use it.

Thanks for any help you have.
