I am using RH Enterprise WS 3.0, so I can't give precise instructions.

Check your RH9 ftp server's configuration file for the ftp server. This will be in /etc/xinetd.d. In my case it is called gssftp.

Check the line configuring the arguments passed to the ftp server when xinetd starts ftpd after receiving an ftp connection request. In my case I see the line:
server_args = -l -a

When I remove the "-a" and restart xinetd, I am still asked to provide a user account and password, but I am no longer failing kerberos authentication and failing with the 530 error you are experiencing.

Good luck.
