ftape and windows archive

Does anyone know if ftape or any other linux software can read and decompress a windows archive? I have a friend who is trying to recover an archive created by Colorado Backup II in windows 98. He runs Windows XP now and HP doesn't make drivers for XP. I thought the ftape driver might work in Linux, but I have never used it.
